Quarterly inquiry on financial assets and liabilities (BOPQ)

Description of the data collection

The inquiry collects information on financial assets and liabilities (intra-group and non-group) of Finnish enterprises and entities at the quarterly level.

From whom are data collected?

The data are collected from the largest enterprises and entities operating in Finland, which have significant foreign or domestic financial assets and liabilities. The inquiry covers all domestic sectors (excl. financial institutions, investment funds, insurance corporations, households and employment pension schemes).

Data processing

The results of the data collection are released in the form of statistics, and the data provided by individual respondents cannot be identified from them. Background information from available administrative registers is added to the survey data. The data and their combinations can only be released for scientific studies and statistical surveys. Releasing is always done so that direct identification of the survey participants is impossible.

What are the data used for?

The collected data are used for the compilation of statistics on balance of payments and international investment position and statistics on foreign direct investments. In addition, the data are utilised in compiling National Accounts.

The compilation of statistics is based on EU Regulations and the European Central Bank's guidelines.

Changes

The inquiry on foreign financial assets and liabilities has previously been conducted as a joint data collection between Statistics Finland and the Bank of Finland. Starting from the statistical reference year 2017, Statistics Finland will assume full responsibility for the data collecting. In this connection, the monthly inquiry on financial assets and liabilities will be discontinued and corresponding data will be collected with the quarterly inquiry on financial assets and liabilities to be established from 1 January 2017 onwards.

A decision was made on the change in the data collection of outstanding credit on 12 June 2015, according to which the inquiry on outstanding credit is combined with the new OFIQ inquiry on balance of payments. No new OFIQ inquiry is set up, however, but the data collection is combined with the quarterly inquiry on financial assets and liabilities.

The quarterly inquiry on financial assets and liabilities replaces the monthly inquiry on foreign financial assets and liabilities (BOPM) starting from the statistical reference year 2017.
