The Standard Industrial Classification TOL 2008 is the data collection and description framework of statistics describing economic activities. It is used in statistics describing different areas of the economy, such as production and employment, and in national accounts statistics.
The Standard Industrial Classification is formed of five hierarchical levels:
I. The character level to which main groups indicated with a character code belong
II. The 2-digit level, the groups belonging to which are indicated with a 2-digit code.
III. The 3-digit level, the groups belonging to which are indicated with a 3-digit code.
IV. The 4-digit level, the groups belonging to which are indicated with a 4-digit code.
V. The national 5-digit level, the groups belonging to which are indicated with a 5-digit code.
TOL 2008 complies with NACE Rev. 2 on the 1 to 4-digit levels. The 5-digit level has been defined nationally based on Finland's own needs.

The class 47721 "Retail sale of footwear and leather goods" changed into "Retail sale of footwear"
The class 46412 "Wholesale of textiles" changed into
" Wholesale of textile products".

"Wholesale of clothing and footwear" changed into "Class "Wholesale of clothing".
NACE Rev. 1.1 had 17 main groups and 62 were two-digit level groups. The revised NACE Rev. 2 has 21 main groups and 88 are two-digit level groups. Main group X Industry unknown has been added to the national Standard Industrial Classification TOL 2008, which is used when the information about the activity of an enterprise or its part is not sufficient to classify the activity.
All changes made to TOL can be found from the classification conversion keys between the old and new classifications luokitusavaimista (in Finnish).
TOL 2008 is based on the EU's classification of economic activities NACE. In their official statistics, the EU Member States have to use NACE or a national version based on it, which is what TOL 2008 is.
NACE is, in turn, derived from the UN’s International Standard Classification of All Economic Activities (ISIC). Groups on all NACE levels are defined so that they are either uniform with ISIC groups or so that the ISIC group is a combination of NACE sub-divisions, so the corresponding ISIC groups can always be combined from NACE 3-digit and 4-digit level groups. The main groups and 2-digit levels are totally uniform, but further divisions have been made in NACE to many ISIC groups on the 3 and 4-digit levels.
