Statistics Finland maintains a place of Business Register, which contains data on the establosihments of welfare regions and welfare associations operating in Finland, their activities, industries, person-years and location.

An establishment is a unit owned by one organisation, located at one address in Finland and operating in one industry.

If there are operations of several different industries at the same address, they are reported as separate establishments, such as

• kindergarten and school
• food service and cleaning service

The person year describes the employee's work input converted to full-time. A person who has worked permanently or temporarily, whose work input is compensated as salary income, is counted as a wage earner.

Employees to whom the enterprise has paid a salary are included in the person years. The work input of employees who were laid off or on unpaid leave during the year is reported for the period for which they were paid. An employee who has worked full-time for a year corresponds to 1 person year. Part-time employees are reported as converted to full-time.

For example:

• six months of full-time work or half-time work that lasted a whole year corresponds to 0.5 person-years of work
• eight months of 60% work corresponds to 0.4 person-years of work (0.6 * 8 months/12 months = 0.4)
