Quarterly statistics on labour costs in the public sector
The quarterly inquiry on labour costs collects data on the paid personnel of municipalities, joint municipal authorities, parishes, wellbeing services counties and joint county authorities
for wellbeing services and on their number of hours paid, hours worked and hours of absence, as well as wage and salary costs and social insurance contributions.
Data concerning municipalities and wellbeing services counties are collected by industry. Data concerning joint municipal authorities, parishes and joint county authorities for wellbeing services are collected primarily on the whole unit.
The quarterly data collection applies to all municipalities with a population of over 50,000, a sample of municipalities with fewer than 50,000 inhabitants, as well as the largest education consortia and joint parishes. The data collection also includes all wellbeing services counties and joint county authorities for wellbeing services.

Monitoring labour costs is important, e.g. for Finland's competitiveness, and the statistics constitute an important source of information both nationally and at the EU level.
