On assignment of the Government and the Organization for Economic Cooperation and
Development (OECD) and the Finnish Government, Statistics Finland conducts an inquiry measuring citizens' trust in Finland's public administration, as well as satisfaction with the quality of public services.
The inquiry is carried out appended to the Consumer Confidence Survey in October 2023. The inquiry is part of the OECD's international assessment comparing trust in public administration in different European countries.
Log in to the form with the user ID and password you received in the accompanying
letter for the Consume Confidence Survey. Respond first to the Consumer Confidence
Survey, after which the form will automatically continue with questions
concerning public administration.
The survey is answered in connection with the Consumer Confidence Survey, either with a web questionnaire or a telephone interview. The questions are asked after the section concerning consumer confidence.

Data are collected from the respondents of the Consumer Confidence Survey in October 2023. Around 2,200 persons aged 18 to 74 living in Finland were selected at random to the October Consumer Confidence Survey.
For the survey to be successful it is important that as many of the selected persons as possible take part. The responses are used to form statistical data representing all people living in Finland to be used in international comparisons.
Based on the data, the OECD assesses the level of trust in Finland and compares trust in various Member States. Based on the results, the OECD proposes measures for Finland on how public administration can better respond to citizens' changing expectations, needs and future challenges.
A similar assessment of trust was last carried out in 2020. Further information about the results is available on the Ministry of Finance’s website. All data collected for statistical purposes are confidential. When processing data, it is seen to that no person's privacy or business or professional secret are endangered. Every person employed by Statistics Finland has signed a pledge of secrecy.
The Statistics Act obliges Statistics Finland to treat the obtained data as confidential. The grounds for processing of personal data is public interest as intended in the EU's General Data Protection Regulation. Statistics Finland releases the data of the inquiry, from which information enabling identification of a person have been removed, to the OECD.
