Statistics Finland's Business Register collects data about the establishments of enterprises and associations operating in Finland, their activities, industries, personnel and location.
The inquiry concerns the services and functions of those establishments that can be defined as establishments in accordance with the industry.
The establishment is identified by the establishment code provided by Statistics Finland. Establishment information includes establishment's name, address, industry, start and end dates, and work input.
Employment statistics provide data by region on the population’s economic activity and employment.
The data is used to maintain the Business Register and to prepare statistics describing the structures and development of business activities, services and workplaces. The data is also utilized in the preparation of national accounts and to support societal decision-making.
The inquiry covers annually around 5,000 enterprises and associations.
With the login credentials in the upper right corner of the cover letter sent by mail or e-mail.
Alternatively, you can use the Suomi.fi identification and mandate. Statistics Finland's Suomi.fi mandate for data collection is Responding to data collections from enterprises and organisations and the mandate definer is 'tyyr'.

Unfortunately, the inquiry's online response form is only available in Finnish and Swedish.
Log in to the form via Suomi.fi identification or with the user ID and password sent by Statistics Finland.
The Suomi.fi identification as an organisation respondent requires that you have been given a mandate via your organisation to respond to the inquiry. The mandate is granted in the Suomi.fi service.
Please find Statistics Finland's instructions related to mandates and identification attached.
Because you respond on behalf of the organisation, you need a mandate for the Suomi.fi identification from your organisation. The name of the mandate required is Responding to data collections from enterprises and organisations. The mandate definer (i.e. specifier) tyyr is also needed in this inquiry.

The new Industrial Classification TOL 2025 will enter into force in 2025.
The Standard Industrial Classification TOL 2025 is the data collection and description framework of statistics describing economic activities. It is used in statistics describing
different areas of the economy, such as production and employment, and in national
accounts statistics.

Statistics Finland's Business Register contains data on enterprises, associations, establishments and groups operating in Finland. The basic variables are number, personnel and turnover. The data is classified by industry, region, owner type, legal form and size category.
Employment statistics is an annual statistics providing data by region on the population’s economic activity and employment. The data to be provided are population activity, economic distribution, occupation, number and location of jobs, education and income data of the population and workforce. The basic population of the statistics consists of the population permanently residing in the country on the last day of the year. The data is mainly based on administrative registers and statistical materials.
The data from the data collection are used in the following statistics:
Enterprise openings and closures
Index of turnover of construction
Regional statistics on entrepreneurial activity
Statistics on business subsidies
Structural business and financial statement statistics
Turnover of service industries
The establishment is a unit located at one address and activating one industry.
If there are activities of different industries at the same address, form they a separate establishment, such as
Full-time equivalent (FTE) describes employees work input converted into full-time employees. A person that has worked permanently or temporarily for the establishment and whose input has been compensated as earned income is counted as an employee.

An employee who has worked full-time for a year corresponds to one person year. Part-time employees are converted into full-time employees.
For example:
- For employees who have been laid off or on unpaid leave during the year, the work input is provided for the period for which they have received salary.
- The work input of an employee who works at several establishments during the year is provided for the establishment where he works as a rule. If the main establishment cannot be determined, the employee's work input is provided to establishment from which the work is managed.
- The work input of employees working remotely is provided to the nearest administrative establishment from which the work is managed.
- Employees from a temporary employment agency or a personnel service agency are reported as interim workers.
For the purposes of employment statistics, the data of the employees placed in the establishment is provided according to the time of filling out the form or the last day of the year.
The work input of those working remotely is reported to the nearest administrative/work-leading unit.
When the activity is short-term or quickly moving from one place to another, a establishment is not established. In the construction and transport industries, the establishment is, for example, a regional office or a permanent office, from which the activities are managed.
The Business Register maintainsup-to-date data about Finnish enterprises and assosiations, threír locations and activities.

Note! Establishments at the same address, but belonging to different industries, are provided to the Incomes Register with different Establishment codes (bakery, cafe).
If you have entered the employees' establishments in the Income Register using Statistics Finland's establishment´s IDs, you do not need to provide the employees' information in the inquiry. A notification to the address is sufficient. tyossakaynti@stat.fi
All data collected for statistical purposes are confidential. When processing data, it is seen to that no person's privacy or business or professional secret are endangered. Every person employed by Statistics Finland has signed a pledge of secrecy.
If your enterprise has been selected as a respondent for a data collection, Statistics Finland will always contact you in advance by letter or email. This communication will explain what data will be collected and for what purpose the data will be used. In data collections that collect personal data, the grounds for processing are usually Article 6, Paragraph 1, point c of the EU’s General Data Protection Regulation (EU) 2016/679, compliance with a legal obligation.
We process the data as confidential. The data are published as statistics and studies from which the answers of individual enterprises cannot be identified. Statistical data can be released for statistical surveys and scientific research.
The regulations of the European Union require the collection of the data in question (Regulation (EU) 2019/2152 of the European Parliament and of the Council on European business statistics and Commission Implementing Regulation (EU) 2020/1197 on European business statistics and technical specifications and arrangements).
According to Section 18 of the Statistics Act the public information is the communities, among others, foundations and trades and practitioners, business identity code or community code, name, industry, place of domicile, address and other contact information, the location of the operation and the establishments, the total number of the staff and the number of the staff according to the municipality. Public information about establishment are establishment code, operating time, name, address, industry, location and size category of personnel of establishments and other public contact details.
Personnel identification information
To produce Employment statistics, personnel identification information (personal identification number) is needed, which identifies the person to the information provided by the employer.
Notwithstanding the provisions on data secrecy, entrepreneurs are obliged to provide Statistics Finland with such data that are necessary for the compilation of statistics.
Enterprises have an obligation to respond to Statistics Finland's data collections. The obligation to provide data is based on the Statistics Act (280/2004).
Exemption from the obligation can be sought based on Section 8 of the Statistics Act if responding causes unreasonable inconvenience. Unreasonable inconvenience refers to putting the respondent in an unequal position with regard to other data providers. Exemption can be sought only from individual surveys and Statistics Finland cannot grant a general exemption from all data collections. Exemption is granted for a fixed period and may be granted wholly or in part.
When we consider granting an exemption, we consider the respondents' possibilities to supply the requested data and the importance of the data in producing and utilising statistics. Unreasonable inconvenience caused to the data supplier refers to putting the data supplier
in an unequal position with regard to other data suppliers.
We cannot grant an exemption due to an enterprise's lack of resources or time or the difficulty caused by the provision of data or corresponding reasons.
