Description

The statistics on courts of appeal describe the civil and criminal cases pending and concluded during the year. Most of the cases handled by courts of appeal are appeals against decisions of district courts. The party wanting to appeal against a decision of a district court must express dissatisfaction with the decision within seven days of the day when the decision of the district court was announced or given. The time allowed for lodging an appeal is 30 days from the day of the decision of the district court. In some cases, courts of appeal are also courts of first instance. In criminal cases, these include high treason and treason, and matters concerning officials in high positions. Courts of appeal also handle certain civil cases as courts of first instance. There are six courts of appeal, those of Helsinki, Eastern Finland, Vaasa, Turku, Kouvola and Rovaniemi.

Data content

Civil and criminal cases concluded at courts of appeal according to decision and type of case by court of appeal district, work account data and time taken to reach the decision. In respect of civil cases, also data on total time taken by case handling from arrival at district court to decision by court of appeal, and in criminal cases average time taken from commitment of offence to decision by court of appeal, consideration of charges and pretrial investigation. In respect of criminal cases, no data could be obtained in approximately one-third of cases on the time taken by overall handling, consideration of charges and pretrial investigation.

Case diary of courts of appeal supplied by the Information Technology Centre of Judicial Administration.

Annually.

Final data are ready in June of the year following the statistical reference year.

Time series

The time series starting from 2002. Corresponding statistics on civil and criminal cases handled by courts of appeal also for the year 1998. In respect of civil cases, corresponding statistics are available in the Yearbook of Justice Statistics for the years 1997 to 2008.
