Description
The statistics on coercive measures relate to coercive methods used by the police and the customs and in that respect to the description of the activities of the police. On the other hand, the statistics contain information about persons subjected to coercive measures. The statistics focus on coercive measures against a person’s freedom for which the duration of loss of freedom, for instance, is described. On other coercive measures the data content is relatively limited. The statistics specify the coercive measures which the police can decide upon and those requiring a decision by a court of law. Coercive measures are divided into those directed at individuals and those directed at property. The statistics on coercive methods form part of statistics on Offences known to the police, as coercive measures are almost without exception connected with criminal investigations.
Data content
Coercive measures taken by the police and customs, type of coercive measure, general grounds and offence by population register district and district customhouse. The data on coercive measures include those on the target person’s age, duration of retention, duration of imprisonment, special grounds for apprehensions, retentions and imprisonments, blood alcohol level, used intoxicant and number of days held in custody.
Classifications used
All main categories of offence. The used regional divisions are those into population register districts and district customhouses. Type of coercive measure and general grounds for it. Age and gender of target person.
Coercive measure are divided into three categories. A decision by a court of law is always required for the measures that have an identification code ending in letter O. However, this division is not followed in the StatFin table, where all coercive measures against a person’s freedom are listed first.

The statistics are compiled from data obtained from the Ministry of Interior’s system used by the police for registering reported crimes and requests for assistance (RIKI).
