Classification of Sectors reviewed: new classification into force in 2023
The actual activity of wellbeing services counties will start on 1 January 2023. Because of the new level of administration, the Classification of Sectors is reviewed for statistics compilation, and the new classification will enter into force on 1 January 2023. The change concerns the General government sector, where wellbeing services counties are classified into the sub-sector of Local government.
The Classification of Sectors 2023 will replace the present Classification of Sectors 2012 standard. The Classification of Sectors is based on the classification structure defined by the European System of Accounts (ESA 2010).
In this review, a new structure has been formed for the Local government sector based on national classification needs. The introduction of intermediate levels is new in the Local government sector. Intermediate levels are needed so that statistics can provide an overall picture separately on wellbeing services counties and the municipality whole. In the new Classification of Sectors, local government has been revised into six-digit level categories. It should be noted that the content of the other sector categories has not changed in the review.
Two new five-digit level sub-categories have been formed for the Local government sector (S.13131 Local government excl. wellbeing services county administration and S.13132 wellbeing services county administration), for which altogether seven more accurate six-digit levels have been produced. Wellbeing services county administration has been specified into wellbeing services counties, joint county authorities for wellbeing services and other units of wellbeing services county administration. The more detailed sub-categories of local government have, however, remained unchanged from the previous classification standard.
The reviewed Classification of Sectors 2023 and its definitions are available on Statistics Finland's website. The classification includes the nomenclature (codes and headings) and definitions of the categories in Finnish, Swedish and English.

The Classification of Sectors is a basic classification applied to economic and social statistics for the classification of the activities, financing modes, owner types and legal forms of decision-making units into equivalent categories.
