Finland reports to the UNFCCC
A comprehensive report on Finland's climate actions has been completed. Finland's seventh National Communication and the third Biennial Report were submitted to the UNFCCC on 13 December 2017. Finland thus fulfils its reporting obligation on meeting the commitments under the Climate Convention and the Kyoto Protocol.
The National Communication compiled every four years reports about the implementation of the UNFCCC and the Kyoto Protocol in Finland. The Communication describes the development of Finland's greenhouse gas emissions and presents emission scenarios for the near future. It also presents national actions to reduce greenhouse gas emissions aimed at achievement of the targets set both in the Kyoto Protocol and the EU’s 2020 Climate and Energy Package.
The Communication also describes impacts of climate change in Finland and the measures with which we try to adapt to the changing climate. In addition, the Communication gives an account of how Finland is supporting developing countries in mitigating climate change and adapting to it. The Communication also gives an overview of Finnish climate change research and dissemination of information on climate change to Finnish citizens.
The Biennial Report generates concise table format data on the quantified economy-wide emission reduction targets reported to the UNFCCC and the progress in achieving these targets. The EU has informed the UNFCCC of its joint target for reducing emissions by 20 per cent from the 1990 level by 2020. The shares of Finland and other member states of the joint target have been defined in the EU’s 2020 Climate and Energy Package. In addition, the Biennial Report supplements the data of the National Communication in terms of support to developing countries.
The editorial committee responsible for preparing the National Communication and the Biennial Report consisted of members from different ministries, the Finnish Transport Safety Agency and Statistics Finland. The work was coordinated by Statistics Finland. The reports were compiled in working groups consisting of members from ministries, research institutes and other expert organisations whose work was complemented by a large group of experts.
