General government deficit decreased EUR 1.0 billion in July-September 2025 from the previous year

According to Statistics Finland, consolidated general government revenue grew in July-September by EUR 1.4 billion and expenditure grew by EUR 0.5 billion compared with the corresponding quarter of the year before. The difference between revenue and expenditure, that is, the deficit (net borrowing) of general government was EUR 4.3 billion in the third quarter of 2025. The seasonally adjusted deficit corresponded to 3,3 % of GDP.

Central government's net borrowing fell by EUR 0.5 billion from the quarter one year ago

Central government total revenue at current prices grew by EUR 0.9 billion (4.7 %) and total expenditure grew by EUR 0.3 billion (1.6 %) from the quarter twelve months back.

Financial position of local government improved from the previous year

Total revenue of local government, excluding wellbeing services county administration, grew by EUR 0.5 billion (7.6 %) and total expenditure by EUR 0.3 billion (3.8 %) from the quarter twelve months back.

Total revenue of wellbeing services county administration grew by EUR 0.4 billion (7.1 %), while total expenditure increased by EUR 0.1 billion (1.5 %) from the quarter twelve months back.

The revenue item of local government that grew most in monetary terms was current transfers. The expenditure item that increased most was compensation of employees. The combined deficit (net borrowing) of local government was EUR 2.3 billion in the third quarter.

Surplus of employment pension schemes fell from the quarter of one year ago

Employment pension schemes’ total revenue grew by EUR 0.2 billion (1.6 %) and total expenditure grew also by EUR 0.2 billion (2.7 %) from the quarter twelve months back.

The revenue item that grew most in monetary terms was property income. The expenditure item that increased most was social benefits other than social transfers in kind. The financial position of employment pension schemes was EUR 0.6 billion in surplus in the third quarter of 2025.

Other social security funds in deficit

The total revenue and expenditure of other social security funds’ remained both at the same level as in the corresponding quarter a year earlier. Other social security funds' deficit was EUR 0.3 billion in the third quarter of 2025.
