Cubic volume of granted building permits increased by 3 per cent in November 2025 from one year back
release | Building stock and new production 2025, NovemberAccording to Statistics Finland, the annual cubic volume of construction actions having been granted a building permit for newbuilding increased by three per cent in November 2025 from one year ago. Building permits were granted for a total of 31 million cubic metres between December 2024 and November 2025. Over the period, building projects totalling 30 million cubic metres were completed, which was 12 per cent up from one year earlier.

- In November 2025, the annual cubic volume of building permits granted for residential buildings increased by four per cent. The cubic volume of other than residential building construction went up by three per cent.
- Building permits were granted for a total of 17,497 dwellings, which was two per cent less than one year earlier.
- The trend of the volume index of newbuilding, which describes the constant-price value of ongoing building production, was six per cent lower in November 2025 than one year earlier.
- The moving annual total of cubic volume of building projects started was eleven per cent lower than one year earlier.
- The data on building projects started in the latest 24 months are estimated values, and they will become revised most during around 12 months from the first release.
Cubic volume covered by granted building permits was bigger than one year ago in thirteen regions
The annual total cubic volume of building permits granted for newbuilding was highest in Uusimaa and Pirkanmaa in November 2025. The cubic volume was bigger than one year earlier in thirteen regions.
The annual total of the cubic volume of completed building projects was highest in Uusimaa and North Ostrobothnia in November 2025. The cubic volume went up in ten regions.
In the whole country, the annual total of new dwellings completed at building sites was 19,012 in November 2025, which was 19 per cent lower than one year earlier. Among the regions, most dwellings were completed in Uusimaa, 9,100. Compared to the previous year, the number of completed new dwellings increased in five regions.
