Cubic volume of granted building permits remained unchanged in December 2025
release | Building stock and new production 2025, DecemberAccording to Statistics Finland, the annual cubic volume of construction actions having been granted a building permit for newbuilding remained unchanged in December 2025 from one year ago. Building permits were granted for a total of 31 million cubic metres in 2025. Over the period, building projects totalling 30 million cubic metres were completed, which was 11 per cent up from one year earlier.

- In December 2025, the annual cubic volume of building permits granted for residential buildings decreased by two per cent. The cubic volume of other than residential building construction went up by one per cent.
- Building permits were granted for a total of 16,266 dwellings, which was thirteen per cent less than one year earlier.
- The trend of the volume index of newbuilding, which describes the constant-price value of ongoing building production, was four per cent lower in December 2025 than one year earlier.
- The moving annual total of cubic volume of building projects started was nine per cent lower than one year earlier.
- The data on building projects started in the latest 24 months are estimated values, and they will become revised most during around 12 months from the first release.
Cubic volume covered by granted building permits was bigger than one year ago in eleven regions
The annual total cubic volume of building permits granted for newbuilding was highest in Uusimaa and Pirkanmaa in December 2025. The cubic volume was bigger than one year earlier in eleven regions.
The annual total of the cubic volume of completed building projects was highest in Uusimaa and North Ostrobothnia in December 2025. The cubic volume went up in thirteen regions.
In the whole country, the annual total of new dwellings completed at building sites was 19,852 in December 2025, which was eight per cent lower than one year earlier. Among the regions, most dwellings were completed in Uusimaa, 9,450. Compared to the previous year, the number of completed new dwellings increased in five regions.
