Number of debtors in enforcement matters around 256,000 at the end of 2025

According to Statistics Finland, there were three per cent less debtors in enforcement matters at the end of 2025 than in the corresponding period one year earlier. At the end of 2025, the number of debtors in enforcement matters was 256,061 and their total debt in recovery proceedings was EUR 8.0 billion. During the whole of 2025, the total number of debtors in enforcement matters was 609,971.


Key selections

  • At the end of 2025, ninety-four per cent of debtors in enforcement were natural persons and they had a debt of EUR 27,622 per person, on average. The average debt for legal persons was EUR 88,829 per person.
  • Altogether 61 per cent of debtors in enforcement were men and 39 per cent women in 2025. Both women and men had an average of 7.9 matters in debt collection at the end of the year.
  • At the end of 2025, debtors had 1.92 million enforcement matters in debt collection.
  • Relative to the population, Päijät-Häme had the highest number of debtors in enforcement matters.
