Number of working days lost in labour disputes in 2025 was third highest in the entire 21st century

According to Statistics Finland, there were 91 labour disputes in Finland in 2025. The number increased from the previous year when there were 55 labour disputes. The number of working days lost was 487,500, which is clearly more than in the previous year (213,600) and third highest in the 21st century. The number of employees involved in labour disputes was 92,700, which is slightly fewer than in the year before (107,600).

Change

The new Standard Industrial Classification TOL 2025 has been adopted and the classification of the form of labour disputes has been renewed on 1 June 2026.

  • The number of labour disputes in 2025 was 91, of which actual labour disputes numbered 62 and there were 29 threats of a strike.
  • The majority of labour disputes, 70, or 77 per cent, were strikes and strike threats.
  • Most labour disputes were related to collective agreement disputes and nearly all working day losses were caused by them.
  • New legislation restricting political labour disputes entered into force in May 2024 and there were no further political labour disputes in 2025, although in the previous year it was the most common reason for a labour dispute.
  • Altogether 92 per cent of the working days lost in labour disputes were in manufacturing (C). This is the first statistical publication of the statistics on labour disputes where the new Standard Industrial Classification TOL 2025 is used.
