The National Land Survey of Finland changed the delimitation rules for its statistics on numbers of residential properties on 6 February 2025. As a result of the change, the number of transactions of one-dwelling houses has increased in the National Land Survey's statistics. The number of transactions of built real estate has increased especially in 2023 to 2024. The number of transactions of these one-dwelling houses is now 15 to 20 per cent higher in the statistics than before the change in delimitation rules. Statistics Finland changed the calculation method of transactions to correspond to the delimitation rules of the National Land Survey. The numbers of transactions published with the new calculation method grew on the level of the whole country by an average of one per cent in 2020 and 2021. In 2022, the numbers were around five per cent higher, in 2023 over 10 per cent higher and in 2024 nearly 20 per cent higher than with the previous calculation method.

The growth in the numbers of transactions also affected the price development of old one-dwelling houses, so the index series for the base year 2020 were corrected completely. The index series of old base years were chained with the corrected changes starting from the statistical reference year 2022.

On average, the nominal price indices of old one-dwelling houses became revised yearly on the level of the whole country as follows:

  • In 2020, the change is under +0.1 percentage points.
  • In 2021, the change is -0.7 percentage points.
  • In 2022, the change is -0.7 percentage points.
  • In 2023, the change is -4.5 percentage points.
  • In 2024, the change is -0.4 percentage points.

The revisions are largest during the statistical reference year 2023. Examined by size of municipality, nominal price indices for 2023 were, on average, revised as follows:

  • In municipalities with over 100,000 inhabitants the change is -2.1 percentage points.
  • In municipalities with 60,000 to 100,000 inhabitants the change is -3.9 percentage points.
  • In municipalities with 20,000 to 59,999 inhabitants the change is -3.5 percentage points.
  • In municipalities with under 20,000 inhabitants the change is -6.8 percentage points.

The average prices per square metre of old one-dwelling houses changed yearly by nearly one per cent in the whole country in the statistical reference years 2020 to 2023. In 2024, prices per square metre were revised upwards by around 3.5 per cent.
