Letters sent to respondents
We have sent the respondents a letter when the inquiry started. Have a look at the letter!
The monthly inquiry for accommodation statistics collects data on accommodation
establishments, their available capacity and its use, sales income from accommodation as well as on people staying overnight by country of residence. The inquiry includes accommodation establishments with at least 20 beds or caravan/camper pitches with electrical connection. In total, the inquiry comprises approximately 1,400 accommodation establishments.
The collected data are used monthly for producing accommodation statistics. Corresponding data are collected in all EU countries and they are part of the EU's tourism statistics system.
Data collected in the accommodation statistics are used to produce statistics that describe the supply and use of accommodation services, as well as the price level of accommodation services in Finland. These data are needed to monitor and promote domestic tourism and tourism from abroad to Finland.
To thank the enterprises that responded to the inquiry on time, we will send quarterly data supplier feedback in which the establishment's own data are compared with similar types of
establishments both nationally and regionally.
Your accommodation establishment has received a user ID and password for the inquiry. Take the identifiers and press the Start responding button above. If your enterprise has received an email from us, you can follow the instructions there.
More detailed instructions for responding are given on the web form. You can supplement and change the data you have reported on the form later.
You can also send the data as direct data transfer from the following customer management systems in case you use a reporting program for direct data transfer:

Organisations have an obligation to provide data. The obligation to provide data is based on the Statistics Act (280/2004).
Data are collected from accommodation establishments with at least 20 beds without extra beds, or at least 20 caravan and camper pitches with electrical connection points. In total, the inquiry comprises approximately 1,400 accommodation establishments.
In the data collection for the accommodation statistics, data are asked monthly about accommodation establishments’ capacity and sales income from accommodation as well as on people staying overnight by country of residence. In addition, basic data and permanent capacity related to accommodation establishments are inquired.
The data of the statistics are used to monitor and promote domestic tourism and tourism from abroad to Finland. The users of the data include central government, municipalities, tourism enterprises and organisations, and research institutes. Besides Finland, the data of the accommodation statistics are published by the EU and the World Tourism Organization (WTO). The accommodation statistics are also used as reference data in the compilation of the tourism balance and the tourism account.
The data of the accommodation statistics are used, for example, in the following statistics, datasets or publications:
For the quality of the accommodation statistics it is important to receive data for months when the accommodation establishment has been closed. This way we ensure that the inquiry results and compiled statistics are of high quality and give a correct picture of the studied subject.
If the accommodation establishment has closed down temporarily, it is taken into account according to the situation reported in the data collection. If the establishment has closed down permanently, it is removed from the data collection for accommodation statistics.
Capacity includes all rooms, cottages and apartments for which reservations can be made in the month in question and which can be taken into use within a reasonable period of time. For example, rooms, cottages and apartments where heating has been temporarily lowered.
Long-term accommodation means such accommodation that is priced on a monthly basis and lasts for at least one month.
If the pricing of accommodation is based on a day or week, it is then short-term even if it lasts for over one month. The upper limit is six months, and longer stays are always long-term regardless of the pricing basis.
If the majority (e.g. over 80%) of overnight stays yearly or in the previous 12 months are long-term accommodation, the establishment is not included in the data collection.
Accommodation statistics do not include data on accommodation of refugees or asylum seekers. If all the facilities of the accommodation establishment are temporarily used for refugees or asylum seekers, the establishment is not included in the data collection of accommodation statistics for the period in question.
Accommodation establishments can also send their monthly accommodation data via automatic direct data transfer if they use a reservation system that has a reporting program for direct data transfer. Such reservation systems include Hotellinx, Hotsoft8, TravelNet, Webia and Johku.
Only the vendor of the reservation system can add automatic direct data transfer to the system. The system vendor can contact Statistics Finland and we can give guidance on this matter.
All data collected for statistical purposes are confidential. When processing data, it is seen to that no person's privacy or business or professional secret are endangered. Every person employed by Statistics Finland has signed a pledge of secrecy.
If your enterprise has been selected as a respondent for a data collection, Statistics Finland will always contact you in advance by letter or email. This communication will explain what data will be collected and for what purpose the data will be used. In data collections that collect personal data, the grounds for processing are usually Article 6, Paragraph 1, point c of the EU’s General Data Protection Regulation (EU) 2016/679, compliance with a legal obligation.
We process the data as confidential. The data are published as statistics and studies from which the answers of individual enterprises cannot be identified. Statistical data can be released for statistical surveys and scientific research.
Enterprises have an obligation to respond to Statistics Finland's data collections. The obligation to provide data is based on the Statistics Act (280/2004).
Exemption from the obligation can be sought based on Section 8 of the Statistics Act if responding causes unreasonable inconvenience. Unreasonable inconvenience refers to putting the respondent in an unequal position with regard to other data providers. Exemption can be sought only from individual surveys and Statistics Finland cannot grant a general exemption from all data collections. Exemption is granted for a fixed period and may be granted wholly or in part.
When we consider granting an exemption, we consider the respondents' possibilities to supply the requested data and the importance of the data in producing and utilising statistics. Unreasonable inconvenience caused to the data supplier refers to putting the data supplier
in an unequal position with regard to other data suppliers.
We cannot grant an exemption due to an enterprise's lack of resources or time or the difficulty caused by the provision of data or corresponding reasons.
If you are considering requesting exemption, please contact us first. The contact information can be found in the accompanying letter and on the homepage of the data collection.
You can seek exemption with a free-form written application or with the form Application for exemption from the obligation to provide data (PDF).
If necessary, download the free Adobe Reader software (adobe.com) for filling in the PDF file. Specify the data collections from which you apply for exemption in the application. You can add appendices to the application. Send the application to Statistics Finland’s Registrar’s Office.
