Citizens’ Pulse inquiry explores citizens’ views on topical subjects connected to the respondents' state of mind and future expectations as well as the activity and communication of authorities. Statistics Finland carries out the inquiry on assignment of the Government.
The results of the survey are published within a week after the end of each round of data collection.

The inquiry is conducted as a web inquiry and it can be answered in Finnish, Swedish or English with a smartphone. An invitation to the inquiry is sent to the respondents by text message.
The inquiry is repeated monthly and the respondents change at each round.

The sample for the inquiry is formed of the target persons aged 15 to 74 living in Mainland Finland who have responded to Statistics Finland's Labour Force Survey, Consumer Confidence Survey and Finnish Travel Survey and for whom a current telephone number meeting the criteria can be found. Samples to the surveys are drawn as a stratified random sample from Statistics Finland’s population database, which is based on the Central Population Register.

The results are published in Finnish on the Finnish pages. The results are published as direct distributions, including the number of respondents, weighted number of respondents (estimates) and percentages (% shares).

The data collected are used to compile statistics and studies that are utilised in social decision-making. Statistics Finland carries out the inquiry on assignment of the Government.
No. The respondents have been selected to represent the population of Finland. You have been selected based on your age and area of residence. No one else can replace you. Your response is needed in order to obtain reliable data for the statistics concerning the population groups you represent.
The contact details of individual respondents are the address, email and telephone number
as well as corresponding information in the names of members of the same household. The data derive from the Population Information System and from those authorities from which data are obtained based on the Statistics Act. In addition, contact details are obtained from public sources, such as telephone operators.
Statistics Finland is also entitled to receive for surveys the contact information of persons who have a ban on direct marketing.
Your responses are confidential. We never release your responses for administrative decision-making, investigation, surveillance, legal proceedings or similar purposes, such as to the Tax Administration or the Social Insurance Institution of Finland.
We never hand over or sell your contact information outside Statistics Finland.
Your responses can be seen at Statistics Finland only by those employees who compile statistics based on the responses. Your data will be treated as strictly confidential and we will ensure your data protection at all stages of the production of the statistics. Every person employed by Statistics Finland has signed a pledge of secrecy.
We publish statistics in the manner that the responses of individual persons cannot be identified from the data.

If you have been selected as a respondent for a data collection, Statistics Finland will always contact you in advance by letter or email. This communication will explain what data will be collected and for what purpose the data will be used.
To make responding easier, the collected data can be supplemented with data available from administrative registers.
Statistics Finland releases the collected data to the Prime Minister’s Office without direct identification data (name, date of birth, personal identity code, contact information). The Prime Minister’s Office and Statistics Finland store the data until further notice. Statistics Finland can release the data without personal data to the Finnish Social Science Data Archive for further use freely by everybody.

The data are processed so that the respondent cannot be identified from the completed statistical data. The data combined are: sex, age, education, regional data, the household’s classified income data, household-dwelling unit and main type of activity.
