According to the social policy objective, the majority of R&D funding is directed to universities’ research funding and general advancement of science, which mainly consists of funding by the Academy of Finland. Around EUR 70 million less R&D funding is allocated to industrial production than one year earlier. In contrast, more than before is invested in research funding in health care, as research and development funding directed to health care research grows by around EUR 60 million from the budgetary appropriations of the previous year. .

The R&D funding under the Ministry of Education and Culture is EUR 1,123.3 million in the budget for 2017, which grew by around EUR 11 million from the appropriations in the year before. The R&D funding under the Ministry of Economic Affairs and Employment falls to EUR 429.1 million in the budget for 2017. The funding of the Ministry of Economic Affairs and Employment decreases by around EUR 60 million mainly due to the decrease in research funding by Tekes, the Finnish Funding Agency for Technology and Innovation. The R&D funding under the Ministry of Social Affairs and Health, in turn, grows by EUR 5.5 million from the year before to a total of EUR 75.4 million.
