Statistics on housing and construction are renewed

The statistics on housing and construction are renewed in 2025. Statistics Finland will establish a new set of statistics on building stock and new production, which will replace the statistics on buildings and free-time residences and the statistics on building and dwelling production, both of which will be discontinued.

The statistics on dwellings and housing conditions will also be discontinued, to be replaced by the new statistics on household-dwelling units and housing conditions.

The new statistics on building stock and new production will include data on the volume of newbuilding subject to building permits. In addition, data on the existing stock of buildings and free-time residences are compiled in the statistics.

Data describing the built dwelling stock are transferred from the present statistics on dwellings and housing conditions to the statistics on building stock and new production.

The volume index of newbuilding, which describes the change in the constant-price value of newbuilding, will also become part of the statistics on building stock and new production. The new base year of the index will be 2020, and at the same time, the estimation method describing building production starts will be renewed.

The data describing household-dwelling units and the population's housing conditions form another new set of statistics, household-dwelling units and housing conditions. The quarterly data on household-dwelling units to be published in the statistics are formed from preliminary population data as until now.

The aim of the renewal is to clarify the statistics on buildings and describe the entire life cycle of a building under one set of statistics. Data concerning renovation activity in building construction will continue to be presented in the separate statistics on renovation building.

New statistics starting from the statistical reference year 2025

The renewal proceeds so that data concerning the statistical reference year 2025 will be published in the new statistics. The statistics on building stock and new production will be published for the first time with data on new production for January 2025 in spring 2025.

The first release of the statistics on household-dwelling units and housing conditions will also be published in spring, when data on household-dwelling units will be published for the first quarter of 2025.

Annual data on the building stock and household-dwelling units concerning 2024 will still be published in the old statistics on buildings and free-time residences and in the statistics on dwellings and housing conditions.

Built environment information system collects data into one place

The changes are based on the national Ryhti project coordinated by the Finnish Environment Institute (Syke). The built environment information system to be established as a result of the project will bring together the data on land use and construction contained in the information systems of municipalities and central government authorities.

At the same time, the main data source for Statistics Finland's statistics on buildings, building permits, dwellings and household-dwelling units is transferred from the Digital and Population Data Services Agency to the Finnish Environment Institute (Syke).
