Cubic volume of building permits granted decreased in September to November 2023 by 17 per cent year-on-year

According to Statistics Finland, building permits for newbuilding were granted in September to November 2023 for a total of 6.6 million cubic metres, which was 17 per cent less than one year ago. Over the same period, building projects totalling 9.6 million cubic metres were completed, 15 per cent down from one year earlier.

Key selections

  • In September to November 2023, building permits were granted for a total of 4,319 dwellings, which was 51 per cent fewer than one year earlier.
  • In September to November 2023, altogether 54 per cent of the granted dwelling permits were directed to Uusimaa.
  • In September to November 2023, the cubic volume covered by granted building permits increased only for construction of commercial and office buildings, which grew by 49 per cent from one year ago.
  • Measured by cubic volume, 19 per cent fewer residential buildings were completed in September to November 2023 than one year earlier.
  • In September to November 2023, the constant-price value or the volume of ongoing building production decreased by 19 per cent year-on-year.

Cubic volume covered by granted building permits grew in seven regions

In September to November 2023, the cubic volume of building permits granted for newbuilding was highest in Uusimaa, North Ostrobothnia and Pirkanmaa. Of the regions, the cubic volume granted in Kymenlaakso, Central Ostrobothnia, Kanta-Häme, Central Finland, Päijät-Häme, North Savo and Åland during September to November 2023 exceeded the number of permits granted one year ago.

Measured by cubic volume, most building projects were completed in Uusimaa, Pirkanmaa and North Ostrobothnia in September to November 2023. The growth was highest in construction projects completed in Åland, Pirkanmaa and Uusimaa.

On the level of the whole country, a total of 9,711 new dwellings were completed in building projects. Among the regions, most dwellings were completed in Uusimaa, 4,800. The growth in the number of dwellings in completed building projects was highest in the regions of Kanta-Häme, Åland and Kymenlaakso compared to one year ago.
