According to Statistics Finland's data, the police, customs and border guard used coercive measures 185,900 times in 2023. This is 6.8 per cent or 11,800 more coercive measures than in the year before. The number of apprehensions was 21,050, which is 4.8 per cent more than in the year before. The number of detentions of foreigners grew by 42.8 per cent and they numbered 978.

Key selections

  • Of apprehended persons, 758 were aged 15 to 17, which is 7.8 per cent more than in the year before.
  • In all, 398 of arrested persons were aged 15 to 17, which is 31.8 per cent more than in the previous year.
  • Altogether 1,496 persons were protected by a restraining order, 1,056 of whom were women.
  • A total of 440 men were protected by a restraining order, 161 of whom were aged under 18.
