According to Statistics Finland, the annual cubic volume of construction actions having been granted a building permit for newbuilding decreased by six per cent in April 2025 from one year ago. Building permits were granted for a total of 29 million cubic metres between May 2024 and April 2025. Over the period, building projects totalling 27 million cubic metres were completed, which was 22 per cent down from one year earlier.

  • In April 2025, the annual cubic volume of building permits granted for residential buildings decreased by two per cent. The cubic volume of other than residential building construction went down by six per cent.
  • Building permits were granted for a total of 18,401 dwellings, which was one per cent fewer than one year earlier.
  • The trend of the volume index of newbuilding, which describes the constant-price value of ongoing building production, was eight per cent lower in April 2025 than one year earlier.
  • The moving annual total of cubic volume of building projects started was seven per cent lower than one year earlier.
  • The data on building projects started in the latest 24 months are estimated values, and they will become revised most during around 12 months from the first release.

Cubic volume covered by granted building permits was bigger than one year ago in eight regions

The annual total cubic volume of building permits granted for newbuilding was highest in Uusimaa and Pirkanmaa in April 2025. The cubic volume was bigger than one year earlier in eight regions.

The annual total of the cubic volume of completed building projects was highest in Uusimaa and North Ostrobothnia in April 2025. The cubic volume went up in six regions.

In the whole country, the annual total of new dwellings completed at building sites was 19,674 in April 2025, which was 45 per cent lower than one year earlier. Among the regions, most dwellings were completed in Uusimaa, 9,712. Compared to the previous year, the number of completed new dwellings increased only in the region of Kymenlaakso.
