Number of restraining orders grew by nearly 15 per cent in 2025

According to Statistics Finland's data, the police, customs and border guard used coercive measures 186,100 times in 2025. This is 2.5 per cent more than one year earlier. The number of apprehensions was 21,100, which is 3.3 per cent more than in the year before. The number of restraining orders was 1,650. Ninety-two per cent of those placed under a restraining order were men.

Key selections

  • A total of 1,650 restraining orders were enforced, which is 14.7 per cent more than in the year before. The technical monitoring of a restraining order was imposed 11 times.
  • Altogether 2,182 persons were protected by a restraining order, 1,599 of whom were women.
  • A total of 583 men were protected by a restraining order, 220 of whom were aged under 18.
