The Job Vacancy Survey asks about open job vacancies, searching for and hiring of employees, and experienced recruitment difficulties at establishments. Around 5,500 different establishments take part in the data collection in each quarter.
Data are collected for the statistics on job vacancies. Data for the employment authorities’ survey concerning labour services are also collected in this connection. The survey is primarily responded to on a web form.
Data on the number of open job vacancies on the establishment level, recruitment difficulties and characteristics related to the filling of the latest position can be obtained only by means of this quarterly survey. Based on the data obtained on the recruitment at establishments, it is possible to form a comprehensive picture of the present situation on the labour market in the whole country and in all industries.
On average, it takes 10-15 minutes to respond.
Your establishment has received the user ID and password for the survey by letter. If your
establishment has received an invitation to respond by email from us, the message contains the user ID and password. Take the identifiers and press the Start responding button above.
Further instructions can be found on the web form. It is also possible to respond on a mobile device.
The establishment will also be contacted by telephone at a later time if no web response is received.
Business life and the labour administration need up-to-date and long-term comparable data on the development of the labour market. The survey results can be used to improve the targeting of measures aimed at balancing the supply of and demand for labour force and for identifying and solving recruitment problems.
The compilation of the statistics on job vacancies is based on Regulation (No 453/2008) of the European Parliament and of the Council.
The target population of the data collection comprises all private and public sector establishments employing paid employees. The survey is addressed to or requested to be directed to the person responsible for recruitment at the establishment.
The data collection includes approximately 5,500 different establishments in every quarter. Each establishment drawn to the sample is included in the data collection for at least two
consecutive years always in the same quarter.
When the data collection begins, a covering letter is sent to the establishment by post. If the email address of the person responsible for recruitment at the establishment is known based
on the previous survey round or an inquiry sent to the establishment, or is otherwise available, an invitation to respond is sent by email.
Reminder messages are sent by email during the data collection. Establishments which have not responded online will be also contacted by telephone at a later time.
The data obtained in the data collection are used for compiling statistics on job vacancies. As regards the survey section of the employment authorities, the Ministry of Economic Affairs and Employment and the Development and Administrative Services Centre (KEHA) use
the data to monitor the availability of labour and the level of labour shortage.
The results describe the demand for labour and changes in it examined from the viewpoint of employers. The key data users are Eurostat, the Statistical Office of the European Union, the Ministry of Economic Affairs and Employment, KEHA, other political decision-makers, and the media.
Statistics Finland publishes survey results quarterly on the home page of the job vacancy survey of the job vacancy survey. Eurostat, the Statistical Office of the European Union, also publishes the results of the statistics on job vacancies in Finland and other EU countries on its website.
Based on the survey, the Ministry of Economic Affairs and Employment annually publishes Ministry of Economic Affairs and Employment analyses on the supply of labour and the
creation of new jobs.
The data of the survey section on recruitment and labour services of the employment authorities are released to the Finnish Social Science Data Archive at the University of Tampere for research use.
The survey is directed to the person responsible for recruitment at the establishment. If you are not the right person to respond, you can forward the invitation to respond to the right
person or send an email to tilastokeskus.avty@stat.fi.
Alternatively, you can report the contact information of the person responsible for recruitment at your establishment by logging in to the form.
Statistics are beneficial for enterprises as well. Statistics can be used by enterprises to monitor, for example, the development of pay or trade in Finland. The more comprehensive the data we receive from enterprises, the better our statistics describe the activity of
enterprises. Enterprises will then get better statistics as a basis for their decision-making.
All data collected for statistical purposes are confidential. When processing data, it is seen to that no person's privacy or business or professional secret are endangered. Every person employed by Statistics Finland has signed a pledge of secrecy.
If your enterprise has been selected as a respondent for a data collection, Statistics Finland will always contact you in advance by letter or email. This communication will explain what data will be collected and for what purpose the data will be used. In data collections that collect personal data, the grounds for processing are usually Article 6, Paragraph 1, point c of the EU’s General Data Protection Regulation (EU) 2016/679, compliance with a legal obligation.
We process the data as confidential. The data are published as statistics and studies from which the answers of individual enterprises cannot be identified. Statistical data can be released for statistical surveys and scientific research.
Enterprises have an obligation to respond to Statistics Finland's data collections. The obligation to provide data is based on the Statistics Act (280/2004).
Exemption from the obligation can be sought based on Section 8 of the Statistics Act if responding causes unreasonable inconvenience. Unreasonable inconvenience refers to putting the respondent in an unequal position with regard to other data providers. Exemption can be sought only from individual surveys and Statistics Finland cannot grant a general exemption from all data collections. Exemption is granted for a fixed period and may be granted wholly or in part.
When we consider granting an exemption, we consider the respondents' possibilities to supply the requested data and the importance of the data in producing and utilising statistics. Unreasonable inconvenience caused to the data supplier refers to putting the data supplier
in an unequal position with regard to other data suppliers.
We cannot grant an exemption due to an enterprise's lack of resources or time or the difficulty caused by the provision of data or corresponding reasons.
