Business Register Inquiry on Establishments

The new Industrial Classification TOL 2025 will enter into force in 2025.

The Standard Industrial Classification TOL 2025 is the data collection and description framework of statistics describing economic activities. It is used in statistics describing
different areas of the economy, such as production and employment, and in national
accounts statistics.

Statistics Finland's Business Register contains data on enterprises, associations, establishments and groups operating in Finland. The basic variables are number, personnel and turnover. The data is classified by industry, region, owner type, legal form and size category.

The data from the data collection are used in the following statistics:

The establishment is a unit located at one address and activating one industry.

If there are activities of different industries at the same address, form they a separate establishment, such as

• a bakery
• a coffee shop

Full-time equivalent (FTE) describes employees work input converted into full-time employees. A person that has worked permanently or temporarily for the establishment and whose input has been compensated as earned income is counted as an employee.

An employee who has worked full-time for a year corresponds to one person year. Part-time employees are converted into full-time employees.

For example:

• Full-time employment of six months or half-day employment that has lasted for the whole year corresponds to 0.5 person years
• 60 per cent employment of eight months corresponds to 0.4 person years (0.6 * 8 months/12 months = 0,4)

- For employees who have been laid off or on unpaid leave during the year, the work input is provided for the period for which they have received salary.​

- The work input of an employee who works at several establishments during the year is provided for the establishment where he works as a rule. If the main establishment cannot be determined, the employee's work input is provided to establishment from which the work is managed.

- The work input of employees working remotely is provided to the nearest administrative establishment from which the work is managed.

- Employees from a temporary employment agency or a personnel service agency are reported as interim workers.

The work input of those working remotely is reported to the nearest administrative/work-leading unit.​​

When the activity is short-term or quickly moving from one place to another, a establishment is not established. In the construction and transport industries, the establishment is, for example, a regional office or a permanent office, from which the activities are managed.

The Business Register maintainsup-to-date data about Finnish enterprises and assosiations, threír locations and activities.

The inquiry must be answered, because the data is not available in the Income Register, which are

• Establishment´s name
• Establishment´s address
• Establishment´s industry
• Establishment´s start-/end date
• Establishment´s person year

Note! Establishments at the same address, but belonging to different industries, are provided to the Incomes Register with different Establishment codes (bakery, cafe).
