Description

Statistics Finland compiles statistics on pupils having received intensified or special support in comprehensive schools, part-time special education and special vocational education. Data are also collected on special education arrangements in upper secondary general schools but due to the low volume of the data, they are not reported on to any notable extent.

The first statistics on special education in comprehensive schools were compiled in 1998 and since 2001 they have been produced annually. Data on special education within vocational education and on special education arrangements in upper secondary general schools have been collected since 1999.

Data content

The statistics contain data on intensified support, special support and part-time special education in comprehensive schools and on special education within vocational education.

Classifications used

The data in the statistics are classified according to Statistics Finland’s, the Educational Administration’s and international classifications of fields and levels of education, classifications describing types of educational institutions and diverse regional classifications.

Data collection methods and data sources

The data are collected with a web form by school from the organisers of pre-primary, basic and additional education in comprehensive schools. The individual-based data of vocational and upper secondary general education are collected electronically (as file transfers) from educational institutions through organisers of education and apprenticeship training.

The statistics are produced yearly.

Time of completion or release

Statistics on special education in comprehensive schools during the preceding autumn are completed in June of the next year and statistics on special vocational education during the preceding year are completed in November of the next year.

Time series

Statistics Finland has complied statistics on special education covering several sectors of education from academic years 1979/1980, 1981/1982, 1983/1984 and 1987/1988, but the data in them are not fully comparable with each other or with data on later years.

Since 1995, Statistics Finland has been collecting data on special education from the financing perspective on pupils accepted or transferred to special education and since 2011 on pupils having received special support. These data are comparable but quite limited for the purpose of compilation of statistics on special education.

In 1998, and annually starting from 2001, Statistics Finland has compiled more detailed statistics on special education in comprehensive schools which contain data on acceptances and transfers to special education (up to 2010) and on pupils having received special support (as of 2011), as well as on part-time special education. The data on part-time special education are comparable with each other starting from the academic year 2001/2002.

Under the new legislation, data have been collected on pupils having received intensified support and special support and on part-time special education in comprehensive schools. Data on special education within vocational education and on special education arrangements in upper secondary general schools have been collected since 1999.
