Data on turnover in service industries will be published by revised levels as new statistical classification of industries is being introduced

New publication levels according to TOL 2008

The standard industrial classification TOL 2008 will be introduced in statistics on turnover in service industries in April 2009 when data concerning January 2009 will be published. For further information please contact: palvelut.suhdanne@stat.fi

Use and comparability of data compiled by TOL 2008 and TOL 2002

During the transition period up to the middle of 2011, different statistics will use data classified by both TOL 2008 and TOL 2002. In cases where data series on the turnover of service industries produced by the old classification are used in conjunction with series produced by the new classification, data by the two classifications need to be combined.

Data on the turnover of service industries compiled by TOL 2002 and TOL 2008 can best be compared against the followings:

H Transportation and storage corresponds almost fully with TOL 2002 section I, Transport, storage and communications, with the exception of three-digit level class 633, Activities of travel agencies and tour operators; tourist assistance activities n.e.c., which moves into TOL 2008 section N. TOL 2002two-digit level class 64, Post and telecommunications, becomes two-digit level class 53, Postal and courier activities, in TOL 2008.

I Accommodation and food service activities corresponds with TOL 2002 section Hotels and restaurants.

Two-digit level classes in section J, Information and communications of TOL 2008and relocation of TOL 2002 classes under it

  • 61 Telecommunications, practically equalling three-digit level class 642, Telecommunications, from section I, Transport, storage and communication, of TOL 2002
  • 60 Programming and broadcasting activities, practically equalling three-digit level class 922, Radio and television activities, from section O, Other community, social and personal services activities, of TOL 2002
  • 62 Computer programming, consultancy and related activities, partly equalling two-digit level class 72, Computer and related activities, from section K, Real estate, renting and business activities, of TOL 2002
  • In addition, two-digit level category 58, Publishing activities, comprised of parts of the TOL 2002 two-digit level categories of 72, Computer and related activities, and 22, Publishing, printing and reproduction of recorded media, moves under main section J, Information and communication
  • Likewise, the Information and communication section includes two-digit level category 59, Motion picture, video and television programme production, sound recording and music publishing activities, which is comprised of parts of TOL 2002 two-digit level categories of 22, Publishing, printing and reproduction of recorded media, and 92, Recreational, cultural and sporting activities.

L Real estate activities, corresponds almost fully with two-digit level class 70, Real estate activities, of section K, Real estate, renting and business activities, of TOL 2002.

Two-digit level classes 74, Other business activities, and 73, Research and development, of main section K, Real estate, renting and business activities, of TOL 2002 correspond with main section M, Professional, scientific and technical activities, of TOL 2008. In TOL 2008, the respective classes are 72, Scientific research and development, and 74, Other professional, scientific and technical activities.

In TOL 2008, section M also includes

  • 69 Legal and accounting activities
  • 702 Management consultancy activities
  • 71 Architectural and engineering activities; technical testing and analysis
  • 73 Advertising and market research.

N, Administrative and support service activities, is comprised of the following two and three-digit level classes of section K, Real estate, renting and business activities, of TOL 2002

  • 71 Renting of machinery and equipment, etc.
  • 746 Investigation and security activities
  • Part of two-digit level class 74, Other business activities.

In addition, Administrative and support service activities in TOL 2008 comprises three-digit level class 633, Activities of travel agencies and tour operators; tourist assistance activities, from section I, Transport, storage and communication, of TOL 2002.

In TOL 2008, the two and three-digit level classes in Administrative and support service activities are

  • 77 Rental and leasing activities
  • 78 Employment activities
  • 79 Travel agency, tour operator and other reservation service and related activities
  • 80 Security and investigation activities
  • 81 Services to buildings and landscape activities
  • 82 Office administrative, office support and other business support activities.

Two-digit level class 92, Recreational, cultural and sporting activities, of section O, Other community, social and personal service activities, of TOL 2002, corresponds with section R, Arts, entertainment and recreation, of TOL 2008.

Section S, Other service activities, of TOL 2008, is comprised of two-digit level classes 91, Activities of membership organisations, and 93, Other service activities, of main section O, Other community, social and personal service activities, and three-digit level class 725, Maintenance and repair of office, accounting and computing machinery, of main section K, Real estate, renting and business activities of TOL 2002.

In TOL 2008, the two-digit level classes within Other service activities are 94, Activities of membership organisations, 95, Repair of computer and personal and household goods and 96, Other personal services activities.

Publishing of retrospective data by the TOL 2008 classification

Retrospective data starting from 1995 will be published on development in all of the industries listed above. Due to the change of base year, data for the years 2005-2008 will be calculated from micro level data. Earlier statistical data will be utilised in compiling data for the years 1995-2004 by the following methods:

  1. If data with matching contents have been published in the past by TOL 2002 they will be used as such as retrospective time series. Accommodation and food service activities is an example of this kind of an industry.
  2. For the new TOL 2008 classes that are formed of a number of TOL 2002 classes or parts thereof, on which data have been published in the past, retrospective time series are calculated by weighting the previously calculated time series together. The weighting is done by using base year 2005 weights. For example, data for the new TOL 2008 section of Information and communication will be formed this way.
  3. Data for new industries on which no data have been published in the past are calculated from micro level data starting from 1995. Programming and broadcasting activities is an example of this kind of an industry.

The accuracy of the retrospective data formed for the years 1995-2004 is nearly as good as that of previously published corresponding data. The accuracy of the data for 2005-2008 does not change in connection with the classification and base year revision.
