Final government R&D funding in the government budget for 2017

In the 2017 government budget, a total of EUR 1,885.9 million were budgeted for research and development, which is EUR 88.4 million more than the funding published in the preliminary data.

As a significant revision was made to the preliminary data published on R&D funding, Statistics Finland publishes an extra release and reports the final budget data earlier than usual. For 2017, a total of EUR 1,797.5 million was reported as preliminary data on development funding in the budget. As the funding and its allocation became revised, the budget funding for 2017 was EUR 1,885.9 million.

Based on the previously published and preliminary data, research funding would have grown from 2017 to 2018 by EUR 85.7 million, but as the funding data for 2017 became revised, the preliminary data for 2018 would thus remain on level with the funding in 2017.

Preliminary data on budget funding for R&D will be published on the basis of the autumn’s budget proposal. The final budget funding figures are also affected by supplementary budgets, for example.

Preliminary figures are partly based on the forecast, which is made based on the plans and the current year's budget outturn at that moment, and even major changes in the final budget data are thus possible. The use of the current year's outturn in the forecast gives outlines for the forecast, but it is difficult to know actual changes in funding more exactly in advance. In addition, because it is often possible to grant both R&D and innovation activity funding from the same item, this division may make it difficult to form preliminary figures for some respondent organisations. Plans may well change after the preliminary figures have been published, so there is always uncertainty involved in preliminary figures.

Final appropriations for research and development for 2017 grow particularly in the objective category of industrial production and fall in the objective category of health care compared to the preliminary figures. Appropriations for both industrial production and health care are expected to decrease slightly in the 2018 budget.
