Price list and invoicing

The prices are effective as from 1 January 2026.

The use of research and microsimulation datasets incurs costs from user licences, datasets and remote access use. In addition, any changes made to the service can be charged separately.

The prices of user licences are outputs subject to public law, on which value added tax is not charged. Other prices are commercially priced chargeable outputs to which value added tax of 25.5 per cent is added. The prices in the price list are shown exclusive of value added tax.

Statistics Finland will re-assess pricing during 2026 and reserves the right to make changes.

Prices of user licences

A user licence is required for the use of research data. The user licence is subject to a charge. The price of a user licence depends on the time spent on preparing the licence.

The processing costs of a user licence are invoiced regardless of whether the application is approved or not. We also invoice any application cancelled or not supplemented after starting the processing.

Changes in the use purpose of the dataset are processed and priced similarly as licences concerning datasets.

No value added tax is charged on user licences.

An hourly price in accordance with the price list valid at any given time is also charged for working time exceeding 15 hours.

User licence related to a thesis

The price of a user licence related to a thesis is EUR 500. The applicant must state in the application that it is a thesis-related licence.

The licence related to a thesis concerns the production of one thesis. If a project produces several theses or other outputs not related to the thesis, a normal or extensive user licence is applied.

The price of a minor change to a licence related to a thesis is EUR 175.

Dataset prices

Ready-made datasets

The price of a ready-made dataset is invoiced when the ready-made dataset is opened for the project. If the user licence has also been granted for such ready-made data years that have not yet been published, future annual updates are invoiced separately.

Dataset updates concerning the entire ready-made dataset population are transferred automatically to the remote access project in accordance with the user licence, and the update is invoiced annually in February.

Concerning ready-made datasets limited by target group, the project must request updated extractions with a separate application through the licensing service. These updates are invoiced according to the annual update price.

*The price includes two hours of work. If it takes more than two hours to limit the ready-made dataset, the exceeding share is charged for at an hourly rate.

Tailored datasets

The compiling and processing of research datasets are priced based on the requirements and extent of work on an hourly basis. If data are extracted from a ready-made dataset, the price is at least the same as the price of the ready-made dataset. Cause of death data

The table contains examples of typical extraction cases concerning cause of death data. The price of the extraction is calculated based on the price of hourly work valid at each time.

Microsimulation datasets

FIONA remote access

The price of FIONA remote access use consists of three main items:

  • fixed annual fee
  • user fees
  • capacity charges for the project's virtual machines.

Additional storage space, Microsoft Office licences or tailored application installations can also incur costs.

FIONA annual fee and user fee

FIONA remote access use has a fixed annual fee per project. The fee is invoiced quarterly.

The user fee is determined on the basis of the number of user IDs that the project has open during the invoicing period (quarter).

FIONA virtual machine capacity charge

Virtual machines in a project generate capacity charge irrespective of the actual utilisation rate. Only the termination of the project or removal of the machine ceases it.

The capacity charge for a FIONA virtual machine is based on the billing unit (BU) generated by virtual machines. The machine capacity charge is formed by multiplying the billing units of virtual machines generated during the invoicing period by the billing unit price according to the operating system.

Prices of billing units according to the machine's operating system:

  • Windows, commercial EUR 0.030 per BU
  • Windows, academic EUR 0.025 per BU
  • Ubuntu EUR 0.020 per BU.

Other remote access charges

A limited amount of storage space (300 GB) is reserved for the research project. The principal investigator can order more storage space or an Office licence for the project on the form found in the licensing service.

Service prices

We charge for service based on hourly prices.

The price of one hour worked is charged for concluding a research service agreement in connection with the assignment. In the datasets released to the researcher's own organisation, concluding an agreement is included in the extraction price indicated in the price list.

Invoicing practices

User licences and datasets are invoiced separately after decision-making or delivery.

One original invoice is sent in invoicing under public law. If the invoice is not paid by the due date, a maximum of two reminders will be sent. If the invoice has not been paid by the due date of the second reminder, the invoice goes into collections.

Invoicing for updated ready-made datasets

Automatic updates based on the existing user licence are charged annually in February. The annual updating fee applies to updates automatically exported to a project in the calendar year in question. Other data updates are invoiced separately in connection with the extraction request.

Invoicing of SISU register datasets

An annual fee is charged for the SISU register dataset for each calendar year when the dataset has been in use. The annual fee is also charged when the dataset has not been in use for the full year. The annual fees are invoiced in February. New datasets opened during the year are invoiced during the month after their opening.

Invoicing of remote access use

The minimum invoicing period for remote access use is one month, that is, one month's share of the annual fee. The machine fees for remote access are proportioned to the monthly level according to the starting and ending times so that the project pays only for those months when the project machine remains open for over half of the month.

The capacity charge is invoiced based on the BU volume accumulated during the actual invoicing period and the price according to the operating system. There is no minimum invoiced amount for the capacity charge.

The remote access charges are invoiced four times a year.
