Description

The statistics are compiled from emissions data submitted to the EU and the United Nations Framework Convention on Climate Change (UNFCCC). Annual reporting of emissions of the greenhouse gases under the Kyoto Protocol to the Secretariat of the UNFCCC comprises emission and removal estimates in common reporting format (CRF tables) and a related report (National Inventory Report). In addition to the UNFCCC and the Kyoto Protocol supplementing it, greenhouse gases must be reported yearly to the EU. Statistics Finland is the national entity responsible for the greenhouse gas inventory in Finland.

Data content

The statistics contain annual data on the emissions of direct greenhouse gases: carbon dioxide CO2, methane CH4, nitrous oxide N2O, HFC compounds (hydrofluorocarbons), PFC compounds (perfluorocarbons), sulphur hexafluoride SF6, and nitrogen trifluoride NF3. In addition, the following emissions are tabulated: carbon monoxide CO, nitrogen oxides NOx, sulphur dioxide SO2 and non-methane volatile organic compounds i.e. NMVOCs. The emissions are mostly estimated using activity data and emission coefficients. The reporting tables and the related report are in English.

Classifications used: The classifications are based on the UNFCCC guidelines Revision of the UNFCCC reporting guidelines on annual inventories for Parties included in Annex I to the Convention (Decision 24/CP.19).

Data collection methods and data sources

The greenhouse gas inventory is based on the division of labour between Statistics Finland and expert organisations, the Finnish Environment Institute (SYKE) and the Natural Resources Institute Finland (Luke), as defined in Finland’s national inventory system. Statistics Finland acts as the expert organisation by producing for the inventory the emission data on the energy sector and industrial processes (excl. F-gases). Part of the energy sector emissions data are obtained from the VTT Technical Research Centre of Finland Ltd (transport and non-road machinery).

The Finnish Environment Institute (SYKE) produces the inventory data on the waste sector and F-gases. Inventory data for agriculture and land use, land use change and forestry sector (LULUCF) are calculated by the Natural Resources Institute Finland (Luke). The statistics on greenhouse gases are produced from these data.

Time of completion or release

The statistics with instant preliminary data (data for year x-1), which are produced with simplified methods, are published yearly in May and submitted to the European Commission by 31 July. The preliminary statistics produced with the actual calculation methods of the greenhouse gas inventory are completed annually in December (x-1) and the same data are submitted to the European Commission by 15 January. The official statistics (x-2) are released in March and the inventory data are submitted to the European Commission by 15 March and to the UNFCCC by 15 April.

Time series

The time series of the statistics start from 1990, which is the base year under the Kyoto Protocol. The time series can be updated due to the changes in calculation methods or revised input data.
