Business subsidies paid to large enterprises clearly decreasing

Based on Statistics Finland’s statistics on business subsidies, direct business subsidies declined by two per cent in 2018 compared to 2017. In total, business subsidies increased by 0.1 per cent from the year before. The growth was due to a 3.2 per cent increase in guarantees to enterprises. Loans granted to enterprises decreased by 3.3 per cent year-on-year. The number of enterprises that received subsidies was 28,147, which is one per cent fewer than in the previous year.

Paid direct subsidies, loans and guarantees in 2013 to 2018

Two-thirds of the enterprises that received subsidies were micro enterprises but calculated by enterprise, large enterprises received most direct subsidies and medium-size enterprises most loans and guarantees. Measured in euros, the service industry and metal industry received most subsidies. In relative terms, subsidies grew most in trade during the year.

The amount of direct subsidies paid to the enterprise varies depending on the size of the enterprise. Large enterprises received EUR 144,100 in direct subsidies per enterprise, medium-size enterprises EUR 60,000, small enterprises EUR 25,900 and micro enterprises EUR 7,400. By industry, the forest industry still received most loans and direct subsidies per enterprise even though the subsidies in the forest industry decreased by 32%. Biggest guarantees per enterprise were seen in the metal industry.

Direct subsidies paid to large enterprises contracted by 37 per cent. This was primarily caused by a cut in energy subsidies and a drop in subsidies paid by Business Finland to large enterprises. Small and medium-sized enterprises’ direct subsidies increased, those of micro enterprises decreased.

The statistics are composed of loans and guarantees granted by Finnvera, subsidies and loans paid by Business Finland, as well as direct subsidies paid by the Ministry of Economic Affairs and Employment and the Ministry of Agriculture and Forestry (Finnish Food Safety Authority). The statistics do not include agricultural subsidies or various tax subsidies.
