Every fourth comprehensive school pupil received part-time special education in the school year 2024 to 2025

According to Statistics Finland, an increasing number of comprehensive school pupils received part-time special education. Twenty-seven per cent of boys and 23 per cent of girls received part-time special education in the school year 2024 to 2025. Over the past twenty years, the share of boys has remained almost unchanged, but the share of girls has grown by six percentage points.

Change

There are changes in the releasing of the statistics as support for learning was renewed. Only database tables 13na and 13nb are updated in connection with the release published on 25 June.

Key selections

  • Nearly 140,000 comprehensive school pupils received part-time special education in the school year 2024 to 2025. The share of boys was 55 per cent.
  • Thirty-five per cent of pupils received intensified or special support or part-time special education as general support in the school year 2024 to 2025.
  • Twelve per cent of students in vocational education leading to a qualification received special support in 2025.
  • The three-tier model (general support – intensified support – special support) has been abandoned in pre-primary and comprehensive education starting from 1 August 2025 when the new legislation was adopted. In this statistical release, data on comprehensive education are published concerning part-time special education in the school year 2024 to 2025. Part-time special education was one of the main types of three-tier support.
