Changes to user licences

If there are changes to the users of the dataset or the aim is to extend the period of use of the dataset, changes to the user licence must be applied for.

Changes to users or validity of licence

A licence application concerning a user change must be submitted if

  • the user's organisation changes
  • the person responsible for the project changes
  • a user licence is needed for a new user
  • one of the dataset users will start using the dataset abroad.

Changing the location of use abroad in FIONA remote access projects

If one of the project researchers is moving abroad to use the data, it should be remembered that the dataset can be used from abroad in FIONA remote access projects only if the project is connected to a Finnish organisation. Such a change always requires an application for a change to the user licence.

The remote access connection from abroad is obtained through the Finnish organisation that has concluded the agreement. The customer organisation is responsible for the remote work and remote work connection of such a researcher.

How to apply for a licence change?

Apply for a change to the user licence in Statistics Finland's licensing service. The researcher in charge must approve the application in the licensing service before the application is sent. You can apply for a licence for more than one change at the same time. Always add the reference number of the previous decision to the application.

If you apply only for continuation and/or user changes for a project, select Only continuation of licence and / or addition of user in the licensing service's catalogue.

You usually need appendices to the application. Have the appendices ready before logging in to the licensing service.

When should the application for continuing the validity of a user licence be submitted?

If the project's user licence is coming to an end and continuation is needed, it is advisable to apply for the licence during the validity of the user licence. Then the licence process is shorter and simpler.

If the user licence has already expired, a continuation of the user licence must be applied for in the same way as when setting up a new project. Then the applicant must again give grounds for the need to use the datasets, submit the mandatory appendices and the processing time of the application is longer. The price of the licence is also higher and the reopening fee for the project can be charged.

Change of the principal investigator

A change of the project’s principal investigator requires updating the user licence. The change can be made in the licensing service by entering the information of the new principal investigator under principal investigator on the user licence application. If the new principal investigator has already been included in the user licence for the project, the change can be made in this way. If the new principal investigator is not included in the previous user licence for the project, the previous principal investigator must be invited to be a member of the application and they must approve the terms of use.

Changes to project datasets

It is listed in the latest user licence to which dataset entity Statistics Finland's dataset is combined. If changes are made to the dataset entity, the user licence must be updated. These situations include adding a new dataset granted by Statistics Finland or another authority, extracting new data years or expanding the intended use of the dataset.

How are changes connected to the dataset applied for?

Apply for a change to your user licence in Statistics Finland's licensing service in the same way as when setting up a new project. In the catalogue you can select a new dataset, adding of external datasets or changing of the intended use of the dataset. You can also make changes to the validity period of the licence or to users on the application. Have the necessary appendices ready.
