Appendices needed for the dataset application

When you apply for a licence to use a dataset, you always need to enclose the following:

  1. Dataset specification form
  2. Summary of the research plan or statistical survey plan

These appendices are also needed if the intention is to extend the previous user licence with a new dataset.

Statistics Finland's template must be used as the dataset specification form.

Other possible appendices

The need for other appendices depends on the dataset and its modes of use.

  1. If the EU's General Data Protection Regulation requires a data protection impact assessment (DPIA), you can also append it to the application. Grounds can also be given in the application why an impact assessment need not be carried out.
  2. If the dataset is released with direct identifiers or if register data are planned to be linked to a survey, you need a data protection description (register description) as an appendix.
  3. If the target population's personal identity codes have been obtained elsewhere than from Statistics Finland, you need a target population licence as an appendix.
  4. If unit-level datasets from other authorities are moved to the FIONA remote access system, you need licences from other authorities as an appendix. If a dataset granted by Findata is combined with a dataset but the target population is extracted at Statistics Finland, a licence is not yet needed as an appendix to the application for licence to use statistical data.
  5. If the intended use of the dataset is released data and the dataset is used in some foreign organisation, you will need to enclose a free-form organisation-level report on the use and processing of the dataset abroad.
  6. If Statistics Finland's data are planned to be combined with a survey dataset, you must enclose a model for an information or consent form of the research subject.

Do not send personal identifiers appended to the application!

The impact assessment can be based on the assessment form of your organisation or the Data Protection Ombudsman. Make the assessment as instructed by the Office of the Data Protection Ombudsman.
