Access to research data for research use always requires a user licence. Acquisition of datasets is largely a matter of applying for a user licence.
In addition to a user licence, you need
- pledges of secrecy from all persons using research datasets
- remote access commitments from all those using research datasets in the FIONA remote access environment
- a remote access agreement between your organisation and Statistics Finland.
Pledges of secrecy should be made before applying for a licence to use statistical data.
Before you start applying for a licence, make sure you have the necessary appendices to the application.
