Organisation's remote access agreement
The organisation's remote access agreement is a free of charge upper-level agreement between Statistics Finland and the research organisation. The agreement specifies the terms the organisation commits to in using the FIONA remote access system. The terms are related to data security and compliance with rules. The organisation agreement on remote access use is a framework for researchers approved by the research organisation to use the FIONA remote access system through the research organisation's network.
Person responsible for remote access use
The research organisation names one person responsible for remote access use who has signatory power and who signs the agreement electronically in Statistics Finland's TietoSign system. Statistics Finland does not impose any other formal requirements on the responsible person.
The responsible person
- acts as a contact person and is responsible for implementing the organisational agreement and complying with the conditions.
- approves the remote access commitments of those using the FIONA remote access system via the organisation's remote access connection in the licensing service (lupa.stat.fi).
- assists new users in filling in their remote access commitments.
- instructs users about the remote access environment and ensures that users have sufficient technical capability to process the datasets and that they do not inadvertently compromise the functionality of the system or data protection.
- ensures that the data can be handled at the researchers' work premises in a way that does not endanger the data protection of data materials.
- notifies Statistics Finland of any changes in data security or data protection within the organisation which are of significance to the remote access use.
- reports in Statistics Finland's licensing service all the organisation's externally visible IP address spaces through which the FIONA connection is formed.
Notification of the organisation's network
The person responsible for remote access use must give the organisation's IP address to the Research Services after the organisation's remote access agreement has been signed. The IP address is given in the licensing service using a separate form, and only the person responsible for remote access use can file the notification. That person is also responsible for reporting if there are changes in IP addresses
